In the past, its location could be confirmed from afar, so ships coming in and out of the mouth of the Kumano River could check the position of this tower to ensure safety. It is also said that when the condition of the mouth of the river deteriorated and it became difficult for ships to enter and leave, a ceremony was held at the Hokyo-sama Shrine, and after sutra chanting, a stone with a sutra written on it was thrown into the mouth of the river, and eventually the mouth of the river would open up and navigation would resume.
