It has been held since 2002 with the aim of healthy development of young people, revitalization of the region, and preservation of local culture. This area was once called "Arasakazu" and is a historic land that was even mentioned in the Nihon Shoki chronicle of Emperor Jimmu. “Houbai” means “good friend” in the local language.

In order for the whole town to have fun and to deepen exchanges with other areas outside the town and promote harmony and unity, events unique to a fishing village are held, such as sales of local specialties, flea markets organized by each district, and a maritime tightrope walking competition.
