In 1753, the Satsuma domain was ordered by the shogunate to construct three major rivers: Ibi, Nagara, and Kiso. Although the construction work was completed in the 5th year of the Horeki era, the construction chief Ukei Hirata committed suicide out of a sense of responsibility for the large number of victims and huge costs. The graves of these Gifu warriors were buried at 14 temples in Gifu and Mie prefectures, and 21 tombstones, including Ukei Hirata's, still exist and are designated historic sites by the city.
