Founded in the 4th year of the Bunsei era, it was built by the 10th lord of the domain, Takamasa Todo, as a branch school of Yuzokan, the domain school in Tsu, for the purpose of educating the children of the domain's samurai. It was used as a domain school until the 4th year of Meiji. Currently, the ``Bunba'' remains and is designated as a national historic site. It is a national historic site that is rare in the nation as the remains of a domain school, and the plaque is in the handwriting of Lord Yozan Uesugi.
